The 13th Belt and Road Eco-Agriculture and Food Safety Forum Was Successfully He

Co-hosted by the State Administration for Market Regulation of P.R.China, the Chinese People's Association for Friendship with Foreign Countries, the Silk-road Planning and Research Center, and the Codex Alimentarius Commission, the Belt and Road Eco-agriculture and Food Safety Forum was successfully held on November 6, 2020 at the Shanghai National Convention and Exhibition Center. The Forum is a high-level supporting event on policy interpretation of the Third China International Import Expo. Chen Yuan, Vice Chairman of the 12th CPPCC National Committee, Tian Shihong, Vice Minister of State Administration for Market Regulation, Lin Songtian, President of the Chinese People's Association for Friendship with Foreign Countries, Guilherme da Costa, Chairperson of the Codex Alimentarius Commission, Chen Tong, Vice Mayor of Shanghai Municipal People's Government, Vladimir Norov, Secretary General of Shanghai Cooperation Organization and other guests from China and abroad attended the opening ceremony and delivered speeches.

President Xi Jinping proposed "China will stay committed to openness, cooperation and unity for win-win results, and steadfastly expand all-round opening up”and to promote opening up and sharing responsibilities, and advance common development   in his keynote speech at the opening ceremony of the Third CIIE. The 13th Forum has the focus on "Food Safety For All", and aims to implement the most rigorous standards, the strictest supervision over food sector, the harshest penalties and accountability for violations, to promote the international exchange and cooperation on technology and trade about agriculture and food, and continuously enhance the people's sense of accomplishment, happiness and safety. The consensus among the speakers include building an economy with expanded openness, promoting  innovative development of import and export trade, deepening bilateral, multilateral and regional cooperation, working together to for an international governance system on food safety, jointly improving China's food safety governance capacity and modernizing the governance system, sharing China's experiences and solutions to promote global food safety.

Mahbub Uz Zaman, Ambassador of Bangladesh to China, Michael Winzer, Chief Delegate of Konrad-Adenauer-Stiftung to Beijing and other guests delivered speeches on the topic of Regional Agricultural Cooperation and Poverty Alleviation.
Speakers expressed their appreciation for China's remarkable achievements on poverty alleviation. By the end of 2019, more than 700 million people have been lifted out of poverty in China, and China has achieved the poverty alleviation goal of UN 2030 Agenda for Sustainable Development and lifted all of China's rural population out of poverty by 2020, which is 10 years ahead of the original schedule. However, poverty eradication remains the biggest global challenge of the world. China is the largest developing country and has been an active advocate and a strong promoter of world poverty alleviation.
With the advent of the "post-epidemic era", we will need to strengthen international and local agricultural cooperation, meet market demand, leverage local resources and regional advantages, focus key elements for production, insist on large-scale planting, standardized management and brand management, and vigorously develop landmark agricultural industries and promote high value-added agricultural products with high quality and distinctive specialties. Increase the business income for poor people in agricultural production, consolidate and expand the results of poverty alleviation, accelerate the construction of a new development pattern for the benefit of people.

At the Theme Forum “Food Safety and Agricultural Cooperation in Central Asia”, Li Yucai, Former Deputy Director of National Forestry and Grassland Administration of P.R.China, H.E. Kanaiym Baktygulova, Ambassador of Kyrgyzstan to China, Zhang Guanghui, Chairman of Gongrunxiang Tea Industry Co., Ltd., Zhang Ji, Deputy  Secretary of CPC Committee, Binchuan County, Dali Autonomous Region, Yunnan Province, Zhang Haitao, Deputy Governor of Wuchuan County, Inner Mongolia Autonomous Region, Wang Chengjie,  General Manager, CCIC Traceability Technology Service Co., Ltd, Guo Hong’an, Chairman, Zhejiang Shunlian Network Technology Co., Ltd., and other distinguished guests suggested that there are a lot in common on agricultural resources and development of China and Central Asian countries in terms of climate, environment, people and customs. China and Central Asian countries should share complementary advantages and establish more communication, exchanges and interactions in the fields of ecological agriculture, processing industry and agritourism. Make good use of advanced domestic experience and funds, coordinate resources according to local conditions, for the correct direction for ecological agriculture, processing industry and agritourism and promote the cooperation and exchange in various fields, especially  food and agricultural safety production technology for a win-win results.

Theme Forum “Food Safety and Agricultural Cooperation in Central Asia”
During the  Theme Forum of “Meeting New Demands of New Age, and Promoting High Quality Development of Dairy Products”, guests  had discussions and delivered speeches about the requirement and goal for the development of high quality dairy product from the perspective of the people’s pursuit of a better life.

Clare Fearnley, Ambassador of New Zealand to China, Pu Shaohua, Chairman of Bright Dairy Co.,Ltd., H.E. Ali Al Dhaheri, Ambassador of UAE to China, Liu Jun, President of Cargill China Region, Bruno Chevot, Senior Vice President of Danone Group, Enda Ryan, CEO of Mead Johnson Nutrition China and Tom Heilandt, Secretary of Codex Alimentarius Commission stated that the primary purpose of addressing food safety is to protect public health, with the overall improvement and stabilized situation of food safety, the public safety of dairy product is guaranteed. Prevention, risk management, Traceability Systems and social co-management will strengthen the scientific effect on protecting dairy safety and ensure the quality and safety of dairy products. Dairy is an important food for a healthy and strong China, and is also an essential part of food safety. Providing safe, nutritious, sustainably produced and affordable products to every home is our common goal. "The Belt and Road” Initiative provides unprecedented advantages for China's dairy industry to expand international cooperation and brand influence. How to promote the high-quality development of dairy industry is a serious concern for the dairy enterprises to take into account in this post-epidemic era. International cooperation of food safety should be actively prompted, for healthy development of the industry, and all sectors of society and the industry should be involved to share responsibilities on serving people's health and food safety.
Theme Forum “Meeting New Demands of New Age, and Promoting High Quality, Development of Dairy Products”
Grain as the traditional Chinese food has been one of the essential part of people's table food since the trade started on Silk Road. A theme forum “For a Healthier Life - the Essential Development of Grain” for the topics of “The people are the foundation of the country and the grain is essential for people’s life.” Wang Yaopeng, Director General of Standard and Quality Supervision Office, National Food and Strategic Reserves Administration, P.R.China, Long Chen, Executive Vice President of COFCO, Professor Yao Huiyuan, Member of Expert Advisory Committee of National Food Safety Policy, P.R.China, H.E. Fernando Lugris, Ambassador of Uruguay to China, He Junguo, Chairman of Oats House Group, Chen Jiayuan, Head of North Asia Region of Louis Dreyfus Company delivered perspectives and shared their views on the Forum. The 65 countries along the “Belt and Road” are mostly emerging economies and developing countries, with a total population of about 4.4 billion and a total economic volume of about US$21 trillion, accounting for about 63% and 29% of the world's total volume, making it the most promising economic area; The average grain production along the “Belt and Road” countries is 3.456 tons per hectare, which is lower than the world average. The“Belt and Road” initiative has significantly opened a new window for the 65 countries along the “Belt and Road” to develop ecological agriculture, increase grain production, develop whole-grain foods, improve people’s health, and explore a new channel for Chinese companies to “go global”. The new development pattern of "two circulations" proposed by President Xi, has explored a new mode for the "Belt and Road" agricultural cooperation, coordinating the domestic and international resources and markets, allocating the agricultural resources rationally, deepening international cooperation in production capacity, and accelerating the sustainable agriculture development and transition. At present, China's grain storage and circulation continues to increase, supplies are abundant and high quality and the food security is continuously improving. We should keep strengthening cooperation in research, development and promotion of grain, and promote the integration of eco-agriculture of China and the world. The acceleration of trade cooperation with countries along the Belt and Road for will be a pragmatic action to create an opening up new pattern.
Theme Forum “For a Healthier Life - the Essential Development of Grain”
In order to implement General Secretary Xi Jinping's important instructions on  "resolutely stopping the waste of food and drink", to practice the habit of thrift, and create an atmosphere of shameful of waste nationwide, the Belt and Road Eco-Agriculture and Food Safety Forum along with participating enterprises, issued a proposal to the national catering operators and consumers to Improve Food Quality and Reduce Food Waste.
Mr. Wang Yaopeng, Director General of Standard and Quality Supervision Office from National Food and Strategic Reserves Administration, P.R.China, read out the proposal as a guest of honor and shared a video of the Li Ziqi supporting the proposal on the spot.
The proposal is jointly initiated by the Forum with Bright Food Group, COFCO, Alibaba Group, Danone Group, Cargill China, Louis Dreyfus Company, Mondelez International, and other enterprises, calling the consumers to consisitently practice the habit of thrift, stop food waste and treasure every every grain.
According to reports, the opening ceremony of "Belt and Road" Agriculture and Food Trade Information Platform Poverty Alleviation Shanghai Showroom and the ribbon-cutting ceremony of Operation
Center in Shanghai was held in the morning of November 6 in Ground Floor of Building C, Hongqiao Lvgu Plaza, Shanghai.
Lin Songtian, President of CPAFFC, and Yin Chengjie, Special Research Fellow of the Counselor’s Office of the State Council, unveiled the plaque for the Poverty Alleviation Shanghai Showroom, and visited the CPAFFC Poverty Alleviation Achievements Exhibition together with other guests. Yin Chengjie, Special Research Fellow of the Counselor’s Office of the State Council, Liu Wenguang, CEO of the platform, He Junguo, COO of the platform, and other representatives cut the ribbon and unveiled the "Belt and Road" Agriculture and Food Trade Information Platform Poverty Alleviation Shanghai Showroom and Operation Center in Shanghai together.

The "Belt and Road" Agriculture and Food Trade Information Platform is an international bulk trade platform for countries along the "Belt and Road". It aims to create a new global supply chain and business channel system for agricultural products and food, the whole industrial chain of agriculture and food trade in countries along the "Belt and Road", build a highly convenient and fully trustworthy transaction ecosystem, and help the agriculture and food industry on applying "go global" strategies and “bring in” strategy, enrich Chinese people’s life by expanding the imports of agricultural products and food.
